Research On The MSW Treatment And Industralization Of Hubei Province

Today with rapid development of world's economy and the improvement of people's living standard,the world's enviromental problems become more obvious.MSW as one of the "three wastes" problems,symptoms become more and more serious:the amount of municipal garbage is increasing dramatically,the composition is changing,the number of hazardous substances is increasing,the environmental pollution is getting more and more serious;waste disposal industry are severely underfunded;waste site is not quite reasonable; the approach is backward and so on.To avoid the terrible results of waste siege,resolving the MSW issue is imminent.The waste disposal industry which is often called "vein industry" has been classified as a new industry in the 21st century by the world economic organizations.In the western contries,with the government's active guide and promote,participation of enterprises, the "vein industry" has matured, formed a huge scale and generated substantial benefits.But in China,the waste disposal is still difficult to get rid of the government fiscal burden.A sunrise industry entered a vicious circle.The key to achieve the reduction,detoxification,recycle of MSW is industrialization.Over the years,the vast majority of MSW in Hubei Province has been disposed by simple method of the nearest landfill which caused serious hazards to resident's living enrironment and body health.The MSW problem has become a stumble block to Hubei Province build two types of society, a obstacle hindring Hubei economic development.The paper introduces the origins of the waste disposal industry,anylises the problems during the development of MSW treatment industrialization,see the gap,and puts forward the countermeasures based on the world's advanced experiences and the political,economic,cultural,other factors of Hubei Province;Takes Wuhan for example,builds an industrial chain of MSW treatement suited to China's national conditions;Open market enviroment should be created,competitive system should be introduced;Through government policy guidance,legal support and market regulation,the MSW disposal enterprises quality of service improvement, the social,economic and environmental benefits achieve win-win situation.
