The Theoretical Content Of Public Capital And Its Practical Significance Of The State-Owned Enterprise Reform In Contemporary China

The Capital, which is not the exclusive preserve of capitalism, is a product of the rapid development of economy. Socialized large-scale production and the well-developed commodity economy given a specific meaning and different forms for modern capital . Public Capital is a specific form of capital, which abandoned the concept of capital based on the recognition and appreciation of the property value-added in the in contemporary China .Distinguished from a general sense of the concept of capital, the core value of Public Capital is "public" property which only existed in the socialist countries, and it's essential objective is creating the Residual Value of Public for social development and people's welfare. The research on theoretical contents, core values and intrinsic of the Public Capital has far-reaching, important guiding significance in contemporary China's state-owned enterprise reform.This paper summarizes the different points of views of the Public Capital theory and intrinsic in the academic content, and on this basis I propose the concept of public capital, innovative ideas. As the basic theory to a starting point, from the perspective of Public Capital to search the problems and difficulties in the reform process of state-owned enterprise and, referencing the operation mechanism and management system of Western countries state-owned assets, to analysis the solutions of these problems and difficulties. Finally, underlined the importance of Public Capital in China's contemporary reform process and invoked the personification of Public Capital to build on the perspective of the history of development of human civilization ,and proposed that the integration of the theory of Public Capital and practice of China's reform is a formidable task that we must accomplish in the process of modernization.
