Experience Learning And Strategy Selection On Construction Of International Financial Center In China Through Ttracting BRHQ

As multinational banks'regional decision-makers and coordinators between branches, Banks' Regional Headquarters (BRHQ for short) not only play a more and more important part in multinational banks' organization, but also play an essential role in the development of international financial center. And the reason why BRHQ is so important to the construction of international financial center is that it will produce macro and micro spillover effect.This article discusses experience learning and strategy selection on construction of international financial center in China from the angle attracting BRHQ. By summing up and analyzing the successful experience of London, Singapore and Hong Kong in construction of international financial center through attracting BRHQ, the author finds that both the government policy support and the economic development play an active part in the construction of the international financial centers. According to demand-following and supply-leading theory, economics of scale and location economics, the author designs four factors:economic power, government policy, financial resource and geographic location, and performs an empirical analysis on construction of international financial center in China through attracting BRHQ taking Shanghai as an example, by comparing Shanghai, Beijing and Shenzhen from these four factors. The result shows that Shanghai has obvious advantages in these four factors, so Shanghai is the best candidate for establishing international financial center through attracting BRHQ. The author puts forward some proposals on what policies should be made by our government in order to construct international financial center through attracting BRHQ. When developing economy, our government should take a series of measures to attract BRHQ, push our financial industry forward and facilitate the construction of international financial center. That is to say, our government should use the joint force of economic pull and government push to facilitate the construction of international financial center.
