Currently, the environmental pollution become one of the three global crises, China as a "world factory", the environmental pollution is more serious. With the rapid economic development, environmental and social, economic disharmony also highlights out. As the economic development in China's eastern and western is imbalance, and with resource endowments, social basic status differences, environmental pollution in China's eastern and western are quite different. This paper discusses the differences of environmental pollution and economic development level between China's eastern and western, find the internal link between the two, to find a equilibrium of the environmental protection and economic development which is suitable for different region, to solve the conflict between the external diseconomies of resource development and the regional specific implementation of the environmental protection, it has important significance for the research of environmental protection concept and economic development theory, but also provides theoretical basis and recommendations for making reasonable regional economic policy and environmental policy .This paper selects Shanghai and Xi'an as a representative to do a east-west comparative research of environmental pollution, through the construction of the basic EKC model, and the use of the time series data in economic and environment from 1989 to 2008, to do a regression testing to analyze the EKC curves of Shanghai and Xi'an, The results showed that: (1) industrial waste discharge (output) and the per capita GDP has emerged as a U-curve relationship in Xi'an; (2) the per capita GDP of Shanghai and industrial waste water emerged as an inverted U-curve relationship, and industrial waste gas emissions and solid waste output was increased with the ever-increasing per capita GDP in shanghai.On this basis, to the further research of the relationship between environment pollution and other factors, this paper constructs a EKC expansion model, then obtain the different relationship of the level of industrialization, urbanization level, dependence on foreign trade , foreign capital dependence and the environmental pollution in Xi'an and Shanghai: (1) for all three emissions(output) both in Xi'an and shanghai, the level of industrialization and urbanization are positively correlated with it. (2)for Industrial waste water, trade dependence is negatively associated with it, while foreign capital dependence increasing the Industrial wastewater pollution both in shanghai and Xi'an.(3) For Industrial waste gas, increased dependence on foreign trade has reduced its emissions in Xi'an, but has increased Shanghai's industrial emissions, increased dependence on foreign capital has negative effects of the environment in both Xi'an and Shanghai.(4)For Industrial solid waste output, increased dependence of trade has reduced the amount of it in Xi'an, increased dependence on foreign trade and foreign dependence( enhanced opening up) would be beneficial to the reduction of industrial solid waste generation in Shanghai, and increased dependence on foreign capital which will reduce the industrial solid waste generation in Shanghai, it is contrary to most of the past research results and inconsistent with the pollution haven hypothesis, which are related to Shanghai's environmental standards and "pollution halo effect".
