There are lots of middle and mini type manufacturing enterprises invested by the merchants from Taiwan and Hong Kong in the Pearl River Delta. From the 1990s to the early 2010s, getting profit from the quick development of electronic information industry, these foreign enterprises have a steady flow of orders and they have no too much pressure to improve QMS (Quality Management System) and then the quality of their products. However, because end users have more and more requirements in product quality, the population of middle-high customers becomes more and more and the price of industry raw material got greatly higher than before from 2005 to the upper part of the year 2008, these enterprises have to face the greater and greater pressure of improving product quality and decreasing COQ (Cost of Quality). In a word, improving QMS and then enhancing product quality have turned into urgent affairs of these enterprises.X corporation is a minitype Taiwan-funded plastic injection molding factory with about total 350 employee. The main products delivered to USI SZ (Universal Scientific Industrial Co., Ltd (Shenzhen):Corporation served by the author) by X corporation were I3 serial of clear covers. But in the first 5 months of 2008 eligible ratio of these clear covers was very low and about 75%, which indicated that there were many problems in QMS of this corporation. This paper uses improved QMS evaluation system, which is used to audit suppliers by USI SZ, to evaluate X corporation's QMS. Based on evaluation outcome, penman analysed and listed all kinds of important problems. Then the penman made improvement policies one by one according to these problems. Thereinto, the mechanism of CIP (Continuous Improvement Proposal) focused on building the close connection between QMS and enterprise culture for X corporation in order to help this corporation to form the enterprise quality culture of all staff joining in improvement, lowering cost and increasing efficiency.From the early of July in 2008, while X corporation improved its QMS, the quality improvement methods of I3 serial of clear covers were implemented at the same time. In the bottom of December of 2008, the FPY (First Pass Yield) of I3 clear covers was up to 94.3%. This indicated that the improvement measures of QMS and I3 clear covers were efficient. However, the penman worries whether X corporation can keep pace with the times to carry on these improvement policies continuously. If not, X corporation can improve products'quality in short term while over a long period of time its QMS can not get real improvement. And then this will affect the product quality in the end. About this point, the penman thinks it is crucial for X corporation's top management to pay high attention to QMS and to play a leader role.
