Analysis On Local Government Responsibility In New Rural Social Old Aged Insurance

From the historical point of view the development of old-age insurance system, governments in the system can not be directly responsible for bear. In the construction of new old-age insurance system in China, the key is to clearly define the responsibility of the Government. While a clear responsibility of the Government should also clarify the responsibility of the central government and local governments. China multi-layer social security system, different systems, different projects, government responsibility is different at different stages, the central government and local governments are bound to the division of responsibilities between the corresponding changes. In the process of establishing social security system, countries have three main responsibilities:the system design, fiscal transparency, and transaction management.In recent years, throughout the rural social endowment insurance system in the pilot, based on the September 1,2009, the State Council issued the "State Council regarding the development of new rural social endowment insurance pilot guidance" (hereinafter referred to as "guidance"), right China's rural social endowment insurance system from basic principles, the insured scope, fund-raising and organizational management, and has made specific provisions to become current and future years, guiding and standardizing China's rural social endowment insurance system for the implementation of important documents.China's new rural social endowment insurance system for the key to success is whether the full financing of the insurance fund in place, from all over the pilot program and the "guidance" to analyze the specific provisions, the central government should assume responsibility (in particular, financial responsibility) requires a more specific, while the local governments in the new rural social endowment insurance system for the implementation of the responsibilities (especially fiscal responsibility) but seems rather vague, which gives the new rural social endowment insurance system to bring the smooth implementation of the a certain degree of difficulty. This is the thinking on this issue based on the new rural social pension insurance system is implemented in the local government responsibilities for research. In this paper, the organizational, financial, supervision and management analysis of three aspects of local government in the new lack of responsibility in the implementation of agricultural insurance reasons, and put forward corresponding countermeasures.Through this research, hoping to clear the local government in the implementation of the new agricultural insurance obligation to China's new rural social pension insurance system can be implemented smoothly, so as to solve the issue of aging in rural areas to bring the pension problem, to maintain harmony and stability in rural areas, to promote a new socialist countryside construction. Also further clarify the local government in the new rural endowment insurance system in the responsibility, to promote the transformation of government functions, to promote the construction of service-oriented government. On that basis, gradually narrow the rural-urban disparities, for the construction of urban and rural social security system to create important conditions.
