| At the beginning of the tourism developing, Chinese government took the model of government-oriented development. Today, however, with the trend of the global tourism marketing tendency, the topic that what kind of roles the government should play in tourism development once again become the focus people debate. In the middle of 1980s, the government began to put tourism under it's management, up to late of 1990s, the management stepped into a relatively systematic and integrated stage. In the recent 20 years, with the development of tourism, the way of management of the government should be more concentrated on the indirect guide and macro-adjustment, the role of the government should also be turned from the pioneer of the industry into the ruler maker.This article, from analyzing the changing experience of the role government plays and the developing tendency of tourism as well as the successful case of how the foreign countries develop its tourism, studying the tourism developing and the role the government plays in Gansu Province, which expect to provide some useful reference on the position the government should set in tourism administration. The author holds that, in order to achieve the sustainable development in tourism, the strategic decision of the tourism plan should be changed, the tourism investing fields of non-state economy should be broadened, the reform of property rights and management system should be fastened. The specific methods are: Firstly, realizing the tourism resource advantage, building up the confidence in great-leap-forward development of tourism, making the strategic plan of tourism guided by the scientific development concept and economic law to ensure the resource be used properly and tourism develops soundly and rapidly. Secondly, concentrating to organize the tourist product and routs that can be switched into production capacity. Thirdly, enhancing the regional economic integration and coordination to promote the tourism development both in Gansu province and north west of China. The last but not the least, putting tourism into fullpaly in industrial restructuring, construction of New rural area and comprehensive well-off society. |
