The Study On Measuring With Regional Logistics Development

The status of the logistics industry has gradually improved in the national economy construction since the new century. From a global perspective, logistics industry has an important strategic position in regional economic of a country or region. Mature regional logistics system helps improving the environment for regional economic development and the regional industrial structure, enhancing the operation quality of region economic, reducing the cost of the regional economic cycle, and then running round to enhance the operation level of the regional economy and the overall competitiveness. To achieve regional logistics'strategies status in the regional socio-economic, the first thing is a precise, objective and sustainable planning, a realistic development goals and a specific and effective development measures about the development of regional logistics in this region, which requires objective and rational analysis and understanding and constructive guidance and suggestions on regional logistics'development level and scale.This paper first understood and analyzed some research comprehensively, which related regional logistics abroad and regional logistics development evaluation. And then it studied content and features of regional logistics and the relationship between the regional logistics'subject, object and vector of regional economics, logistics management and systems theory as a guide, in order to reflect the regional logistics development evaluation index system objectively. On this basis, the author collected data extensively, used AHP such a scientific and quantitative methods on the basis of experts rate, assessed and compared the level of the logistics industry in six provinces objectively. And finally this paper identified why regional logistics development in Jilin province was relatively weak and some suggestions and thoughts on coordination of regional logistics development in Jilin province.Combining the characteristics of regional logistics and in the basis of previous academic research, one of the innovation of this paper is to build a new regional logistics development evaluation index system, which has strong operational; another is construction of a measure of logistics by using AHP, first settled in Jilin province, and comparison with other provinces to identify gaps and carry out countermeasures.Through the establishment of regional logistics development evaluation system, paper solves the obstacles on the data in the operability and availability. The previous evaluation system is usually present two major difficulties, which are there is no standardized and unified database and more indicators can not be measured. That brought much more difficulties in the original data collection and processing. The focus of this paper is to solve these two areas.The effectiveness of the regional logistics by measuring and evaluating and the operation of the regional logistics by comparing in provinces of Jilin and several related, this paper identify the problems in Jilin province and the gap between Jilin province and several other provinces and searched strategies for improving and developing, to provide a basis and direction for future development decisions.First of all, this will help the government to provide regional logistics development policy orientation and macro-planning.Second, it will not only benefit all levels of government departments and logistics related companies clearly recognize the advantages, weaknesses, opportunities and threats of regional logistics in this region, but also avoid blind investment and duplication to ensure smooth, rapid and sustainable development of logistics industry.Finally, this will help the micro-enterprises'investment decision-making to provide scientific advice and comprehensive data.
