Study On Assessment System Of Urban Traffic And Environment Sustainable Development Of Dalian City

Since city will be the most important engine to push the economic development forward and as national economy develops continuously and stably, China is booming in urbanization. Urban traffic is the key link connecting agriculture, urban construction, economic prosperity and social life and plays a more and more important role in. city social development process. The sustainable development degree has become one of the important factors to measure China comprehensive national power.However, urban traffic brings some negative influences, such as traffic congestion, traffic noise and air pollution. At present, the main goal in urban traffic planning is to meet the traffic demand, but the consideration of usage of resource and environmental protection is lacked. Therefore, the study on assessment system of urban traffic and environment sustainable development is an important subject which ecological economics and sustainable development have to solve. The paper preliminarily studied the urban traffic and environment sustainable development by the quantitative and the qualitative method and Dalian city was assessed as an example. The main contents are as follows:(1) Based on the understanding of sustainable development system, the structure of urban traffic and environment sustainable development system was determined according to the principles and methods to construct sustainable development comprehensive evaluation system. Then the system was divided into some subsystems and the representative parameters of every subsystem were determined. In this paper, traffic elements, environmental elements and elements of economic development were set to the three factor levels affecting urban traffic and environment sustainable development system.(2) The weight of evaluation index was studied based on analytic hierarchy process. The weight of evaluation index could reflect the influence degree of every index factor in urban traffic and environment sustainable development system and every weight index was verified by consistency index method.(3) Standardization study on indexes of urban traffic and environment sustainable development system was carried out and after comprehensive indexes were calculated, urban traffic and environment sustainable development system was assessed according to the fractionation standard of index. Urban traffic and environment sustainable development system was preliminarily studied from the view point of traffic, environmental and economic development by analytic hierarchy process method and index weight method, and then urban traffic and environment sustainable development of Dalian city was assessed. The weakness was revealed and improving methods were proposed. Basic theoretical support was provided for better urban traffic and environment sustainable development.
