Nowadays, insufficient resources, energy shortage, environmental pollution have become serious obstacles in the process of sustainable economic development, when the process of industrialization is in the rush hour of consumption of resources. chlor-alkali trade is one of the most important Chemicals Industry, which is characteristic of serious pollution, and noted for resource conversion. The product mix in many chlor-alkali enterprises is attributed to extensive mode, just oriented by primary products with low level of science content Added Value of products. Therefore, the enterprises of chlor-alkali industry should take the initiative to develop new products associated with the chlor-alkali industry, to optimize and upgrade of industrial structure at the enterprise level, to expand and extend the industrial chain, to become modern and comprehensive chemical enterprises with green environmental protection and better economic benefit.In the chemical industry, due to its own characteristics, some by-products arises in the production process, while the by-products, just may be the raw material for other processes. If we can design a "raw material - reactants - products + products - raw materials" product production chain, then the enterprise will not only realize high yield, but also greatly save resources and decrease consumption of transport, reduce environmental risks, to carry out non-pollution manufacture and sustainable development.In view of by-products Cl2, H2, HCl, etc in the production process of chlor-alkali chemicals, these gases are rarely required in the market, and there is potential risk for safety and environment in the process of storage and transportation. Many chlor-alkali enterprises, even at the expense of yield, make out the yield based on the yield of chlor. The measurements not only result in the situation of single product structure, but also restrict enterprise development severely. To take full advantage of the above-mentioned by-product gases, and further deep and finish process, make fine chemicals stronger and larger, recycling economy development model should provide the guides; moreover the ideas of development of the industry are provided for the purpose that an integrated chlor-alkali industry groups should be established. The design proposal of the industrial chain was proposed mainly focusing on chlor-alkali chemicals, following the main line of in-deep processing for the chlorine , hydrogen, hydrogen chloride and other downstream products, in combination with the reference named Siping Haohua Chemical Co., Ltd, after through theoretical analysis and industry developmental survey chlor-alkali industry. Moreover, a comprehensive environmental protection scheme against a potential pollution problem was issued for chlor-alkali industry and its exteneding industrial chain, consequently bad potential environmental impact was prevented after the implementation of the industrial chain and the relationship between economic growth and environmental protection was harmonized.The main contents are as follows:Firstly, the necessity and significance were discussed, for the extending industrial chain of the chlor-alkali industry. The purpose of this paper is to overcome the bottlenecks for the application by-products of chlorine, hydrogen etc., to promote sustainable development, and to corporate environmental protection with the chlor-alkali industry in chlor-alkali industry. Chlor-alkali industry and the current development status of the industrial chain summarized and analyzed, this study the content and technical methods were put forward, and innovation of the papers was specifically highlighted.Secondly, the study basic theory in this paper was clearly defined, the guiding effect was analyzed via sustainable development theory, circular economy theory, no-pollution production in chlor-alkali industry and the industrial chain design, Pollution Prevention methods adopted by current chlor-alkali industry were edited, technical support was provided for the prevention of pollution after the formation of chlor-alkali industry and the industrial chain.Thirdly, based on the development and distribution of chemical enterprises in Jilin Province, after thoroughly researching the samples, in combination with the current domestic and international situation for the development of chlor-alkali industry, after considering the resources logistics and other conditions in enterprise itself and surroundings, favorable industrial chain was submitted, appropriate device scale for each link amongst the chain was also suggested in order to make effective use of internal logistics in the enterprise level. For instance, Taking chlorine as raw materials, chloroacetic acid series, chlorine hydrocarbon series, polycrystalline-silicon series and other products can be designed and manufactured, Taking hydrogen as raw materials, hydrogen peroxide and other hydrogen industry can be designed. After the implementation of the industrial chain will play a good demonstration role in chlor-alkali industry, as well as chemicals industry, better environmental, economic and social benefits would be achieved. Fourthly, once the industrial chain in chlor-alkali industry is formed, The enterprises in the chlor-alkali industry will develop into a industry group taking chlor-alkali industry as the core, After analyzed the raw materials of chlor-alkali industry and its expanding various sectors of the industral chain, as well as pollutants generated, in combination with examples of which conditions about the regional environmental profiles, environmental planning, basic facilities conditions were known, pollution prevention program were consolidated, effective environmental protection response from view of environmental management,, no-pollution production, pollution prevention were proposed to lower the impacts and risks in the regional environment.Finally, the development of the chlor-alkali industry was suggested and prospected after the design of this chain of the chlor-alkali industry, and study of environmental protection response were concluded...
