The Research Of Extended Producer Responsibility

The extended producer responsibility system is a kind of environmental protection strategies. It mainly aggravated the responsibility of the producers. In particular, it asked the producers to recycle or treat the products that disposed. The main content of the extended producer responsibility (EPR) includes that the producer needs to be responsible for green design, clean production and reprocessing and reusing the end-of-life product. As an effective system that can deal with waste product and promote recycling resource, it was implemented maturely and achieved good economic and environmental benefits in Japan and the USA. Currently, our country is facing severe shortage of resources, low utilization rate of waste product and some serious environmental problems. To establish EPR system is our country's only choice. However, related laws were in shortage and were hard to implement. Even if EPR was implemented in some regions and industries, the effect was not well. The purpose of this research is to approach how to establish EPR in our country by learning the advanced experience of foreign countries. In the course of study, I mainly use comparative method and cross-disciplinary research method. The essay mainly includes four parts contents.The first part is a briefly introduction of EPR, it mainly introduced the definitions, main contents, theoretical basis and the importance of implementing the EPR.The second part of the essay focuses on analyzing and comparing the contents of EPR in foreign countries. And it also compared the legislative system in foreign countries. Japan, USA, German and north of Europe were compared in the essay. I have tried to generalize their characters and hoped we can learn something from them.The third part of the essay focuses on the EPR in our country, it also pointed out some problems that existed in legislation and implementation.The fourth part is the consideration of how to improve the EPR in our country. I did a comprehensive analysis on legislation, audience, implementation modalities, and organizational patterns and supporting measures. Then I proposed my own opinion. It mainly include:some suggestions on legislation. The EPR should firstly been used in electronic products and automobiles. For the implementation modalities of the system, I propose that the mandatory of government should be the basis and other forms should be in supplement. For the organizational model of the EPR, I suggested that the trade union organizations and specific combination should both be included. I also tried to generalize the environmental responsibilities of the producer, the government, and the consumer. The end part of the section, I suggested that some incentive systems such as tax policy, deposit system should been carried out. Besides, some supportive measures should also be established in our country such as the reconstruction of recycling system, the construction of oversight mechanisms etc.
