Up to now, four different public utilities have made their presence-water, electricity, gas and telephony. With the development of Cloud Computing, the fifth utility in the human history-computing utility is on the way. When the time comes, any people with any terminal can log onto the Internet to employ all kinds of web applications, without bothering to download, install and update software; when the time comes, any enterprise, based on their internal requirements, can'rent'computing capacity accordingly from cloud providers, without bothering to purchase, build and maintain large-scale data centers. The fifth utility, as we call it, will thus transform the way the human kind employs computing capacity.On the basis of the fantastic vision of the fifth utility, Cloud Computing is sure to prosper. In the initial stage of its development, however, there're many drawbacks intrinsically with Cloud Computing, which hamper its further employment by large established companies with concern about its efficiency, security and privacy. On the contrary, tons of thousands of small and medium-sized enterprises are very much willing to become early adopters of Cloud Computing. Taking the importance of this topic into consideration, we therefore would like to explore it further under the subject of'how on earth does Cloud Computing drive informationization of SMEs and Disruptive Innovations'.This paper is arranged in a reasonable sequence with seven chapters:First chapter, we try to give a brief introduction of the meaning, method and arrangement of this research with a review of research history of the same topic home and abroad; Second chapter, we make a detailed introduction of some basic concepts regarding Cloud Computing, its history, meaning, characteristics, etc. included; Third chapter, we try to deduct the subject of'business value of Cloud Computing' step by step from its economic benefits and potential markets to the important prediction of 'SMEs will be early adopters of Cloud Computing'; Fourth chapter, based on the conclusion drawn from the last chapter, we try to specify the core topic of the research 'how Cloud Computing drives the informationization of SMEs and Disruptive Innovations'; Fifth and Sixth chapter, we first try to indicate the drawbacks intrinsically to Cloud Computing in its early stage and then provide some suggestions and ideas accordingly; Seventh chapter, in the last chapter, we not only offer a final conclusion, but also try to evaluate the future of Cloud Computing.
