A Study On The The Integrated Management And Coordination Mechanism Of Cina's Marine Economy

The 21st century is the century of oceans,marine economy has become a new growth point of China's coastal provinces and cities economic development,the whole country rise to an exploitation of the oceans,uses of the oceans,the development of marine industry boom, increasingly the work of marine economy comes to CPC Central Committee and State Council as well as the local government's attention.In this background, how to improve the management of marine economy has become a practical problem. Marine economy itself is a cross-sectoral and inter-departmental integrated industrial economy,marine economic management subjects involved in is extremely multiple, includes all levels of government, oceanology,research institutions,enterprises and the public involving sea, etc.,these qualities necessarily determines the nature of the marine economic management is to achieve integrated management and coordinated management.Management Theory is a theoretical foundation of this paper, and it advocates participation of multiplier subjects in public affairs management,including government,non-governmental organizations, private sector, and citizens.This theory is consistent with the needs of this study and can provide a good reference.This paper first outlined marine economy research,introduced briefly the concept of Management Theory,marine economy,marine economic management,coordination mechanisms and other related concept are defined. And then overviewed three kinds of typical marine foreign economic management model,summed up their experience and inspiration to our country, and then described the management practices of China's marine economy status quo and existing problems.Through the use of governance theory, this text analyzed the various types of subjects and their relationship of China's marine economy integrated management and coordination mechanism, proposed the ideal of harmonious relations between the various subjects,and emphasized the role and positioning of government.Finally,according to overseas experience and China's reality, this paper trying to build China's marine economy integrated management and coordination mechanisms,put forward specific ideas from the organizational model,operating rules,system security. Hope that provide a useful reference to the integrated management of China's marine economy and the coordinated management,so that the marine economy onto a sustainable and harmonious development.
