With the development of market economy, performance management began to be gradually introduced in China, scholars researched the problems in process of businesses, because military R & D units was a special group in numbers of enterprises and institutions, which have a double property, the number of domestic and foreign scholars in study of such units is relatively small. Combining theoretical analysis and empirical research methods, a performance management system was designed. The paper aims to provide a reference to performance management system for military R & D units.On the basic of the theory of performance management at home and abroad were reviewed, the status of performance management of military R & D units was analyzed through deeply interviewed and researched. Then, according to major problems of its performance management, the performance management system was designed for the military R & D unitis, which combining with performance management theory. Once again, take a typical example of military research units as an object, according to the overall design of the models and methods of military R & D units, it is detailed and operated from every link of the performance management system, and system of implementation effect is also evaluated. Finally, the limitations of thought and total summary analysis were presenter. Main results and conclusions follow as:Firstly, current performance management in military R & D units is ineffective and formal, because of no strategy-oriented performance management system, no enough attention, unreasonable performance appraisal, performance management methods inappropriate, single performance results.Secondly, an integrated model of performance management system was built from the four aspects which included the performance indicator system, performance management process, performance evaluation security system. BSC model was constructed in Performance indicator system; in the performance management process, a performance management model was built whose core is performance communicationThirdly, take a military R & D unit as an example, through comprehensive use of BSC, KPI methods and objectives of management thought, performance indicators systems of the organization, departments and job were determined; performance management processes were designed from five aspects which included performance plan, performance implementation, performance evaluation, and performance feedback, results of application. The protection for Performance management system was established, and staffs were satisfied with the performance management system.
