After the cold war, great changes have happened to the structure of the world. Because of the new changes of international politics and economy; the need for the development of domestic economy in the USA, and the various defects existing in traditional scientific and technological policies, Clinton proposed an absolutely new policy in science and technology as soon as he assumed office, thus to promote the development of the American social economy. And it has been proved that this new scientific and technological policy has indeed achieved prominent results, which has a great impact and far-reaching meaning to the US. This thesis consists of three parts:The first part will analyze the background for the new scientific and technological policy. Because great changes have happened to the international situation after the cold war, which made the US explore the way of development from a new view. In 1990s, the decline of the American economy and the rapid development of European and Japan have challenged the economic hegemony position of America greatly. Besides, the traditional scientific and technological policy of America laid more emphasis on military use than civil use, which greatly restricted the transformation and the application of the scientific and technological results, thus had a serious and bad influence on American economic development. These are all the reasons for Clinton's proposing of the new scientific and technological policy. The second part will illustrate the main content of the scientific and technological policy during the regime of Clinton in details from five aspects. They are:the development of both military and civil science and technology; construct high-tech informational technology; consolidate the science and technology education; attach importance to the cooperation between the governmental enterprise and the colleges, and erhance international cooperation in science and technology.The third part will state the influence of the scientific and technological policy and the problems existing in it during the regime of Clinton. Firstly, influenced by the new scientific and technological policy, the labor productivity has been promoted; the upgrade of the industrial structure has been optimized and the economic development has been promoted. In addition, the problems existing in the new scientific and technological policy includes:the widening of the gap between the rich and the poor in the society; the appearing of the large amount of unemployed; the lack of the solid economic foundation for the innovations of science and technology, and cybercrime, etc.
