In recent years,tourism industry has been developed in full flourish and bacame the mainstay industry,especially in developed countries. Tourism industry has been one of the most important national economy industies of our country since the implement of reform and open policy.The progressive development of tourism industry is based on the tourism resources,and the reasonable exploitation and protection of tourism resources is required as a prior condition of the development of tourism industry.Our tourism industry has made an an enormous achievement in scale and benefit,but the overexploitation and economic losses due to improper protection were also big problems in the proccess of catching the nternational standard. It is important to formulate the policy of exploitation and protection, in order to achieve the sustainable development of tourism industry.After tourism industry was identified as the new growth pole of national economy, tourism resource as the important part of tourism industry is becoming highly valued. To respond to the require of central government, a portion of local governments formulate many relational policies to promote and assist the tourism industry,which give expression to the determination of govenments in developing the tourism industry reasonably. Also,it cannot be denied that the policy of exploitation and protection in our country is far behind the developed countries,and it needs to be completed and revised.The incomplete of the policy is exactly the restriction of the healthy development of the tourism industry.
