With the social development, energy shortage is increasingly apparent, as a constraint to social and economic development. Heat and power cogeneration is a joint production of efficient energy production, which can recycle exhaust heat, significantly improving fuel efficiency. This article is based on Matou cogeneration power plant expansion project, analysis the development of electricity and heat of Handan City and the significance and necessity of expansion project. This article estimates Matou cogeneration power plant investment project using index estimation method. This article evaluated the Matou thermoelectric power plant unit's financial position by estimate the project internal rate of return, net present value, payback period and return on investment rate of financial indicators of financial evaluation. Eventually come to a result that Matou thermoelectric power plant expansion project is in line with the requirements of economic indicators.
