In recent years, Chinese dairy industry has been developing rapidly. China has the third-largest milk production in the world, only less than America and India. Cows breeding has become the fastest growing animal husbandry, and dairy has become the fastest growing food processing industry since the reform and open. However, with the extending of dairy supply chain and the complexity of participator, quality and safety problem of dairy products is increasingly prominent. Quality and safety incidents occur frequently, such as the inferior milk powder incident in Fuyang, the Bright recycling expired milk incident, and Sanlu infant's formula milk incident. These dairy product safety incidents not only make consumers'confidence lost, but also hamper the sustainable development of dairy industry. This paper gives a figure of Chinese dairy supply chain and characteristic of individual participators, then analysises raw milk production and processing of dairy products with economic methods:First of all, the raw milk production is the foundation of the dairy supply chain, also is the focus of supervision. This paper draws some conclusions by analysising the raw mik production with the Cost-Bebefit Analysis method. Fistly, high cost of production, high suck cost and low risk cost are the immediate causes of man-made quality and safety problem of raw milk. Secondly, broken interest link among dairy farmers, dairy stations and dairy enterprises is the basic reason of quality and safety risk of raw milk. Hence, the government should enhance supervision on the raw milk production and promote the integrative operation model among dairy farmers, dairy stations and dairy enterprises.Secondly, the dairy prosessing is the key part to supervise. It is found that dairy enterprises will produce high qulity dairy products when the risk losses of producing low quality dairy is not less than the extra cost of producing high quality dairy through analysising the choice of dairy enterprise with the reputation model. Therefore, the risk losses of producing low quality dairy should be increased. Relevant government departments should tighten supervision over dairy enterprises, increase the rate of exposure of dairy enterprises who produce low quality dairy, and rise punishment for dishonest enterprises. Meanwhile, establish platform to public dairy products quality information. Which not only helps consumers update dairy enterprises'types and enhance consumers'confidence on dairy quality, but also helps honest dairy enterprises establish good reputation and encourage them continue to produce high quality dairy products.Finally, this paper arrives at some conclusions by comparing dairy development models and dairy products quality supervision systems in U.S., Japan, Netherlands, and New Zealand, who have developed dairy industry. The government should strengthen supervision on the raw milk production; make rational interest link among dairy farm, milk station and dairy enterprises; promote the integration of dairy supply chain; strengthen the quality supervision over dairy enterprise; perfect the relevant laws and regulations. Meawhile, force participators to comply with national standards on dairy industry, encourage enterprises to define stricter industry standards and enterprise standards, and extend HACCP system and food traceability system.
