The Establishment Of The Catastrophe Insurance System Dominated By The Government In China

We are a country of natural disasters happen frequently, which causes one hundred billion direct economic losses each year. The disasters bring serious threat to people's lives and property,hamper the development of the economy,social stability and the construction of harmonious society, so we need to establish a system to reduce the damage caused by catastrophe, the catastrophe can meet the requirement. According to the countries which have mature experience of catastrophe insurance, the catastrophe insurance plays an important role in reducing the damage of catastrophe bring to their countries. On the base of researching the mature experience of developed countries, this paper propose to establish the catastrophe insurance system dominated by the government according to the special situation of our country.This paper analyses the theory of the government attending the establishment of catastrophe insurance system at first from five aspects: the limitations of traditional disaster relief approach,the failure of market in supplying the catastrophe insurance,the attribute of catastrophe insurance,the role of the government and the role of the catastrophe insurance in post-disaster reconstruction; Then this paper analyses the actual of America,Japan,New Zealand and France, which has mature catastrophe insurance system. And this paper analyses the actual of the catastrophe insurance system in our country, and compares the catastrophe insurance system with the mature countries; then this paper researches the approach for the establishment of our catastrophe insurance system from aspects: perfecting the laws of catastrophe insurance,razing the public awareness of the crisis prevention,scientific classification of the subject matter of catastrophe insurance and improving the spreading system of catastrophe insurance; At last this paper analyses and compare the function of the catastrophe insurance in Hurricane Katrina in America,Hanshin earthquake in Japan and Wenchuan Earthquake in China.
