The Research Of Budgetary Estimate Quota For Hydraulic And Hydroelectric Engineering Of Gansu Province

Through the investigation of the development status of the cost management of hydraulic and hydroelectric construction project in Gansu province, it is clear that the cost management have some problem according to the budgetary estimate quota for hydraulic and hydroelectric construction project in Gansu province, such as the quota is backwardness, lack of quota subheadings, and it has been difficult to adapt to the needs of the market. In order to guarantee the accuracy, timeliness and rationality of the cost management of hydraulic construction project in Gansu province, the study work out the new quota through theoretical study and large amounts of data collection. The new quota established by the methods of statistical analysis,analogy,many experts consultation and modificationand. In the content and the setting of chapters, sections and subheadings, the new quota compare with old quota shows normative, preciseness, accuracy, flexible, practical, conciseness, etc. In order to research the new quota level, based on a small reservoirs in Gansu province as an example, according to the provisions of the hydraulic and hydroelectric project in Gansu province, at the same labor, materials price and cost rate level, this paper carried on unit price and investment comparative analysis separately adopts the new, old and ministry quote. The results indicate that at the same quantity, although new norm improved the artificially and mechanical level, but under the influence of the mechanical machine and quantity, the investment still increased, which indicates that the new budgetary estimated quota level is reasonable. And comparing with the ministry quota, the new quote level behind the national average level of productivity development, with relatively low level of productivity in Gansu province, So the new quota level can satisfy the Gansu province hydraulic and hydroelectric project outline requirements, prepare to Gansu social average consumption level, can achieve reasonable and effective control of the project investment effect, can satisfy the design requirement of budget compilation.
