In recent years, China's rising level of economic development, however, the bottleneck of processing and manufacturing constraints have been the majority of scholars from both the theory and practice to be verified. Thus, technological innovation will be the next step in promoting China's economic growth. Technology research and development of the main area of technical Sciences, Institute of Technical Sciences and the Institute of level of technological development and application capacity will play a crucial role. As is well known that the main body of technological innovation is the business, so in this paper, we study the direction of Institute of Technical Sciences.This paper argues that research institutions by deepening reforms, fundamentally conducive to the formation of scientific and technological achievements into the system and mechanism, while strengthening technological innovation, developing high-tech and industrialization, and that as a solution to China's economic development is facing a deep-seated issues and further improve the overall level of the national economy and comprehensive national strength and to achieve leap-forward development of the urgent demands, but also to deal with international competition, to ensure that the Chinese people in an invincible position in the new century, a major strategic decision.This paper is divided into five parts:Chapter I is the Introduction. This chapter first introduces the research background and practical significance, noting that technological innovation is the key to China's sustained economic development, while the research institutes of the technical support is an important source of technological innovation. And then establish a framework of analysis in this paper and describes the main elements of text, this chapter describes the study of the paper the final ideas and research methods, pointed out that the analysis of this idea is to use economics theory and technology of Sciences Institute of the development of the practical realities of to take research methods to describe the main statistical analysis and case studies.Chapter II is the theoretical basis and the research status quo. Second, the friction caused by the system of "uncoordinated cost."⑵Personnel cost, the Institute researchers is greater than the number of enterprises engaged in research and number of personnel.⑶Technology transfer costs, the Institute transferred to the enterprise is greater than the cost of scientific and technological achievements within the enterprise between the transfer costs.⑷the cost of the industrialization of technological achievements, well-known on the market determines the industrialization of scientific and technological achievements of the institute of sunk costs of larger companies and more than the cost of the industrialization of scientific and technological achievements.2. Adoption of the full analysis, I believe that China's technology development model of Sciences Institute of Research must choose simultaneously a group of university-industry development path, first of all need to be developed simultaneously study the development of university-industry strategy for the group development to build the framework and lay the foundation; the same time, research and the main business to do fine, adhere to two for: "frontier science and technology-oriented" and "market-oriented demand"; then to take "the outcome of + officer" means to achieve the transformation and transfer of scientific and technological achievements and technical staff stationed in business through the venture capital or private equity to absorb investment, the establishment of high-tech enterprises; and then at the appropriate time to achieve high-tech enterprises listing and financing, thereby creating a continuous financing platform for the Institute; the eventual realization of an overall restructuring of the Institute, the overall market, as the national economy better service. In this process, it is necessary to achieve research through the capital of this bond between the three university-industry interactions.
