In the 21st century, the economy is globalized and knowledge-oriented. Under the update of knowledge and related technological developments with each passing day, the industrial enterprises are facing serious challenges and a lot of opportunities. Enterprises must strengthen the training of technical personnel in order to adapt to the needs of technologies development better and faster, which is the need of existence and development. As an economic activity, the input-output ratio of training is very important, naturally the enterprises are concerned about how to improve the training effect. The training effect isn't as same as the training transfer effect, however, the majority of enterprises always pay more attention to training than training transfer, so few enterprises are conscious of improving the training transfer effect, in other words, the majority of the enterprise training ensure measures are too weak, having not formed a transfer system. Meanwhile the research of training transfer is more qualitative and less target-oriented, particularly lack in the Job skills training transfer for the technicians of the industrial enterprises.In order to solve the problem of reality and theoretical study on training transfer, This article chooses the technical personnel of the industrial enterprises as the object to propose a relatively complete system of training transfer. This system has two innovation:Firstly, import a training transfer effect evaluation model, which is based on the study of the domestic and foreign experts and scholars, combining with the characteristics and key issues of the job training for technical personnel and drawing on the LTSI and GTCS Scale. Use this model to assess the training transfer results to detect and solve problems in time. Secondly, import the maintenance and promotion of the training effect after implementation of the training. Through the application of an instance, the result is consistent with the real situation, it indicates that this model has practical value for training transfer effect.
