Evaluation And Research The Policy On Alternate Resource Of Crisis Mine

Along with the increasing consumption of mineral resources, resource depletion caused by the mining crisis intensified more and more serious, in order to address this problem, a number of large mines rescue work was put on the government agenda. The same time, the crisis mine involving the social problems with wide range, influence many factors .Therefore, this article consider the "Outline" as a social policy , designated to use public policies analysis and evaluation criteria to interpretation , and get the evaluation conclusion , in order to make appropriate adjustments. Firstly, the article describes the background and significance of the research,defines the referring concepts , And associate with the Research of Resources industrial policies at home and abroad , from the social , economic fields and so on to demonstrate the necessity and urgency "Outline" . Then give the "Outline" policy interpretation, including the basic content, objectives, implementation of the principles and implementation mechanisms, And go on to interpret and analysis the overall content. Then select the method of policy analysis, choose the before and after comparison methods to determine the policy for evaluation. Because it is simple, intuitive, quantitative analysis , so can provide a viable theoretical support to the policy. Subsequently, choosing the policy process analysis model to analyze the policy, that is, analogy the process of political behavior is life-cycle process , divide the various stages of the policy from the begin to the end, analyzing the process and the reason of the policy clearly. Then adopted two policy evaluation systems, the fact and value standard indicators , suing them to full analysis the policy, pointing out the results and limitations of the actual implementation. Finally, making the conclusion about the policy assessment, and then put forward feasible suggestions and strategies to adjust and reform the policy.
