| It has been 60 years since the P.R.C was founded. Our geological work has received huge achievements because our party and government have paid lots of attentions to it. However, along with the improvements of socialist market economy system, there exist some problems in geological work. It is essential to establish new system and mechanism of geological work.This paper describes the situation of our geological work by qualitative analysis. According to the new institutional economics theory, the paper concludes the problems existing in nowadays geological work and provides reform measures by analyzing the institutional change process of geological work system and mechanism.The main problems existing in our geological work are management system of geological prospecting units, mining administration system, financial budget system, management system of geological prospecting team and prospecting mechanism.The overall thinking is that reform should combine with land and resources management, market economy, prospecting abroad, prospecting, service for economy construction and mining development. The target model contains following aspects: establishing business supporting system, carrying out public welfare work, establishing initial prospecting company, establishing large mining company, establishing geological hazard emergency response center and improving geological information industrialization.This paper provides relative reform measures including creating new management system and mechanism of geological prospecting units, encouraging integrated mining and exploration, improving tax policies, regulating the management of mining right, enhancing industry service and management, establishing risk capital market, establishing public welfare geological team, improving personnel training mechanism and creating new prospecting mechanism.The innovation of this article is giving the overall thinking and the target model of geological work system and mechanism reform. |
