Nowadays, environmental pollution causes frequent conflicts between the enterprise and the public. As a serious focus for long-term development, the enterprise shall take careful consideration on how to coordinate project construction with people and environmental protection when it starts to structure projects and make decision analysis. Such, to well bridge the enterprise development with environmental protection, maximized pollution control and the public health is a key to establish a scientific path of harmony development of enterprises, people and the environment. Nowadays, the regulation principle of China in terms of environment and resource protection is that the pollution should be controlled and managed by those who created. Such, all sorts of approaches and measures need to be applied to prevent the environmental problems occur or to limit to the minimized degree. Environmental issues need to be solved during production other than the time when pollutions and damages are actually occurred, which will cause much higher price. In this case, irreversible environmental pollutions and damages need to be prevented with very cautious attitudes and prevention measures.At last, taking the closed coal silo technology for coal stockyard of third phase, Huanghua Port as an example to illustrate the influence from enhancing environmental protection to project structure and decision making. Although the technology is not able to utilized at the port stockyard due to the controversy on its safety factor and big investment etc., cooperate behavior that taking environmental protection as a leading factor to make project selection is well supported and welcomed by national environmental protection department, local government and the public.
