Standard Differences And Its Effects On China's Chemical Products' Export

With the development of international trade and the rapid progress of economic globalization, the tariffs and traditional non-tariff barriers have less impact on international trade, but the standards have greater impacts on international trade. Recently, the exports of China's chemical products have grown rapidly, while they have been hampered severely for standard differences, especially when the REACH regulation has been put into practice by EU in June, 2007. The practice of the measures may lead other countries follow in, which may weaken the friction between China and other countries. Most of the barriers to China's chemical products referred to standard. It is the standard, the new trade barrier that has been the major obstacle of China's chemical products' export. So it is eager for China to analyze the standard differences between China and aboard, and research how the chemical industries break through the barriers.This paper introduces the relevant concept and content of product standards, on the basis of the discussing of standard trends on the international trade, and combined with export status and character of chemical products, it analyzes the hampering cases of chemical products and relevant products for standard differences, such as textiles, toys and leather product. Then, the paper begins with the main chemical products' standard differences at home and abroad, and analyzes the influences on the exports of chemical products theoretically. On this basis, it takes dye exporting to America for example, regards the standard differences as a dummy variable into the model, and analyzes the impact on the dye exports empirically. The result shows that the standard differences have negative impact on the dye exported to America.On the basis of the theoretical and empirical study, the paper proposes some suggestion on the chemical companies dealing with the standard differences from government and enterprise. From the side of government, the main measures are the development and improvement of the chemical product standard system, the research of home and abroad standard, and the rate of using the international chemical standards, while the enterprise should strength the learning and understanding of the international advanced chemical standard, improve technology and enterprise competitiveness as well as wider the international market, so as to help chemical industries to break through the standard barriers, make the chemical products export to the international market better, and promote development of the chemical industry rapidly.
