The development of famers' cooperative economic organizations is important for that we speed up the development of rural areas from the "overall well-off" to the "all-round well-off". And it is also necessarily result for farmers' demand of internal co-operation to In the face of fierce market competition. After the Third Plenary Session of the Seventeenth Central Committee, famers' cooperative economic organizations ushered in new opportunities for we would speed up the development of famers' cooperative economic organizations. From the research before, the development and growth of China's famers' cooperative economic organizations is very slow. It encountered a series of contradictions and problems in development that need the power of government to solve. It's very important to make sure that the government can be in effective action in the development of famers' cooperative economic organizations. However, due to the different regions, there are various patterns in the development of rural cooperative economic organizations and it can not be unified. How the government supports the development of farmers' cooperative economic organizations is an urgent problem. In this paper, we take the famers who have participated in cooperative economic organizations in Xingning as our members of the survey, According to the Marxist theory of cooperative economic organizations, and the theory of public policy, we analysis government behavior by using qualitative and quantitative method Studies suggest that farmers' cooperative economic organizations in Xingning are still in the initial stage, and there are a number of deficiencies in the development of farmers' cooperative economic organizations, such as the existence of government's "hypocrisy", poor outside environment of the farmers cooperative economic organizations, lack of financial input. Then this paper put forward the views and recommendations for the government to promote the development of rural cooperative economic organizations.
