| As the important coal production base in Chongqing, NanTong, SongZao, Yongrong, Tianfu and Zhongliangshan has greatly support and impetus local economic and social development. Due to long-term coal mining, surface land damaged greatly and ecological environment deterioration, bring serious impact on the economy development and social stability. End to 2008, the coal mining subsidence about 212.18 km2 and 7232.80 hm2 cultivated land was destroyed, and more than 400,000 people were influenced. It is badly need to solve the social problems and ecological environment problems through land regulation.Land regulation in coal mining subsidence is a public infrastructure construction program, which need great money and return period is very long. For a long time, local goverment and coal enterprise play an important eyes in regulating affairs in coal mining subsidence, but due to poor management of coal mining enterprises, shortage of capital, subsidence area issues were not fundamentally solved, land regulation problem also failed to develop orderly. In the case of shortage of funds in the land regulation, rational arrangement land regulation project and to maximize the effectiveness of limited funds become the most important task. As a local government, we must start in all aspects of the natural and socio-economic, strict inspection and review options for the region to make an objective decision-making. Study on invest the limited funds on priority conditions, that is priority appraisement of land regulation on subsidence area become a problem must be considered..After access to domestic and international regulation paper on the coal mining subsidence systemly, this paper proposed land regulation priority in coal mining subsidence, applyed a statistical method of principal component analysis, study the priority of land regulation in Chongqing five coal mining area.
