The Study Of Performance Evaluation Of Agricultural Land's Circulation

Land is the most basic means of agricultural production, but also the material foundation and precondition in development of human society. As a large agricultural country, China's rural land is the most important resource, and the problem of land is a core among the farmer, the agriculture and the county. The agricultural land's circulation is the most anticipated in improving standard of living of farmer through advancing the current utilization of agricultural land. June 9,2007, Chongqing City was authorized the region of harmonizing urban and rural development by the State Department, which the main task is to abate the urban-rural dual structure and look for the unique development model in central and western regions,and through the agricultural land's circulation to achieve enhancing scale of agricultural land is an important part of the reform. The author makes a study of performance evaluation of agricultural land's circulation taking the city of Chongqing for example. By referring to relevant literature, using of systems theory, externality theory and other theories to establish evaluation index system, and apply the AHP and the comprehensive index method to evaluate the performance evaluation of agricultural. At last, make the study of actuality and the problem by the vertical and transverse comparison, and then put forward measures to promote the efficient functioning of the transfer of agricultural land. The paper includes eight parts:Chapter 1 is the summarization of literature. It summarizes the research fruit of agricultural land's circulation.Chapter 2 is the Introduction. It explains the purpose, the significance, the methods and research ideas of this paper.Chapter 3 is the interpretation of basic concepts and overview of relevant theories. Defined the basic concepts involved in this paper. Such as the implications of agricultural land in this article refers only to arable land, gardens and woodland, rather than the broad sense of agricultural land. And make a detailed explanation about the theory and application of theory in this paper.Chapter 4 is the general theory of transfer of agricultural land and the necessity of performance evaluation. It is necessary to study the necessity of agricultural land transfer, flow and circulation patterns in order to have more comprehensive study of agricultural land's circulation In addition, this chapter also described the necessity of studying performance evaluation of agricultural land's circulation. The paper pointed out that the performance evaluation of agricultural land transfer can not only determine the best agricultural land to provide a reference scale, can also help assess the area to choose a optimal flow pattern and also to promote the sustainable use of land to provide technical support.Chapter 5 is designing index system of the performance evaluation. It includes the objectives of performance, the study ideas, the principles and several methods for performance evaluation. Through comparative anglicizing the composite index method, the AHP and the fuzzy evaluation method the author final uses AHP to determine the index weight and uses comprehensive evaluation index to evaluate the overall efficiency of agricultural land transfer.Chapter 6 is introducing the performance evaluation process of agricultural land transfer. It introduces how to use AHP to determine weights and how to use the method of comprehensive evaluation index in order to laying the groundwork for the next empirical study.Chapter 7 is the part of empirical study. Make the study of performance evaluation of agricultural land's circulation in Chongqing on the base of research of the first part to the five part, and point of view a detailed analysis of evaluation results from the economics and sociality. And then make horizontal and vertical contrast. By comparison between the central government in recent years, it comes to the effect of transfer of agricultural land is obvious and there is a good direction to a growing trend. Horizontal comparison found that the level of Chongqing Municipal Agricultural Land Transfer across the country is in the middle and upper level to be raised, and in the western area is in a leading position within the development of good momentum.Chapter 8 is the new ideas and deficiency of this study. This paper uses the system analysis, qualitative and quantitative methods to study the transfer of agricultural land resulting from the economics and sociality, and on this basis obtained the flow of integrated performance. Through the performance evaluation of land transfer, land transfer can be made to the existing objective evaluation, in order to improve the scientific basis for land transfer mechanism can become better and more efficient direction. In this study also have many shortcomings, such as the analysis of impact on the circulation and comparison is superficial and the effect on the specific impact of each study is still significant enough.
