Soil erosion in upper reaches of the Yangtze Basin and the hidden danger of water safety in the Three Gorges Reservoir areas have become the most prominent problems of ecological environment, water and soil conservation and water resources environmental security have become the key objectives of regional ecological construction. Constructing Ecological barrier in the upper reaches of the Yangtze River and preventing soil erosion and water environment deterioration, have very important science value and realistic meaning.Based on Chongqing Yongchuan district as an example,which is the Ecological Protected Area in the upper reaches of Yangtze river and a part of the three gorges reservoir ecological conservation area, it mainly considered evaluation units conditions to reflect the Yongchuan's characteristics of nature, economy, society and the availability of information. Collections of data mainly include 1996-2005 of land use change survey data in Yongchuan, Yongchuan statistic yearbook (1997-2006), the 11th five-year development plan of Yongchuan, the TM images in 2005,1:50000 topographic map (DEM), Map of Administrative Regions, present land-use map and other graphics and text materials.Based on reference of ecological field and ecological barrier planning both in China and abroad, and combined the theory of land use planning and the relationship of land utilization and ecological environment, the paper discussed the land resources situation, changes of land use and the present situation of the ecological environment, analyzed the problems in the process of land utilization firstly. Secondly, it calculated the function of land ecosystem service in Yongchuan area, selected slope, the ratio between low hills and PingBa, forest cover, water, cultivation index, the ratio of transport land, population density, used GIS analysis tools, to divide Yongchuan into 5 Levels:strong, high, medium, low and weak, and to evaluate the basis of the construction of ecological barrier conditions, Finally, it discussed the construction of ecological barrier system and the layout scheme. Main conclusions are as follows:(1) Study of the relationship between land use and ecological environment, calculated the service of land ecosystem of Yongchuan, discovered during the period of studying, the trend of ecological service value in Yongchuan area was rising, the change process could be divided into'slow-fast'stages. Among them, the ecosystem services value of cultivated lands and the unused land were decreased, and forest, garden plot's ecosystem services value increased than other types of land use.(2) In construction of Yongchuan's ecological barrier system, made the restrict degree of the ecological barrier construction as the direction of evaluation. From natural ecological conditions and social economic conditions in the study area to evaluate the basic condition of construction of ecological barrier, the result shows that the evaluation from the northwest to southeast, high restriction gradually reduced.(3) According to the evaluation of area of land ecosystem service value, followed the basic condition and ecological functions of the similarities and differences of ecological environment, the ecological barrier of Yongchuan would be divided into two levels, focused the construction on four ecological barrier:'the ecological environment barrier','the artificial ecology protection corridor','the riverside ecological protection zone','the center city ecological pattern'and put forward a layout the plan.This discussion is as follows:(1) This paper focused on theoretical research for the construction of ecological barrier, namely the feasibility, structure and layout of construction of ecological barrier. But the influence of construction of ecological protective factors included technology support system, the auxiliary support system and engineering system three aspects, that is, ecological barrier construction is a system engineering. Owing to time and limited data, this paper failed to discuss the support system of ecological barrier system's construction and perfect.(2) Study area can be divided into three kinds:low mountains, hills and PingBa, hilly area is the largest area, five low mountains and hills as well as PingBa's climate, land use type, change of land use, and unit area ecosystem service value were different, due to the limited data environment of every towns, the area would be the only as a whole, to analyzed the differences in time without space.(3) This thesis which discussed the construction of ecological protective system was at an attempt stage, and because the lacking of previous studies, only according to investigate the trait of study area to design the relevant evaluation index, individual factors considered unsuitable, so the index system should be further improved.
