China Customs Airport Bonded-logistic Supervison Study

Customs bonded zone has been authorized the four functions of international trade, storage of bonded goods, export processing and international commodity display and for sale since the establishment of customs bonded zone in 1991. However, there are many shortcomings in the functions above. With the development of customs bonded zone for years, boned zone all over the country has gradually become an integrated part of local economy expanding functions of bonded logistics and export processing depending on the local situation around China.With China' s entry into WTO and the formation of bonded zone all over the country, there are bonded zones in the Zhujiang delta in south China, mainly in Guangzhou and Shenzhen, and in the Yangzi delta in east China, mainly in Shanghai and Ningbo, and also in around Bo sea area in north China, mainly in Tianjing, Dalian and Qingdao. The areas above are including the most important harbors of China. As the establishment of the comprehensive bonded zone of Pudong international airport, another unique operation mode emerges.The article defines boned logistics and how to make it in use of economic development so that we could analyze the status of customs supervision systems towards it and discuss about ways and methods in facing of customs bonded zone supervision.The article study on customs supervision of the bonded zone in Pudong international airport aims at guiding policy-making towards the area with the method of SWOT.With the idea of scientific development, building an innovative boned zone supervision system and introducing in efficient and effective inspection system in order to adapter to the new condition of modern logistics and area economic development has become one of the major targets of boned zone supervision reform. It is necessary to put forward an overall reform of policy-making, legitimate system, function and system processing, refreshing our human resource system to make sure smooth reform of boned zone management system in airport.Bonded logistics is a necessity part to link international and local logistics. Therefore, bonded logistics plays an important role in promoting local economy. The innovation of boned good supervision not only embodies China' s area development strategy to coordinate economic society development, but also reflects customs efforts in China' s innovation towards modern logistics and economic globalization.
