The golden section rule is demonstrating in many fields of nature and human life. It has been widely recognized and accepted. The author summarize the excellent attribute of it , such as universal, natural, simple, efficient, harmonious, and so on. So it is entirely possible that the golden section rule emerge in the activities of science and technology. We should apply it in studing, mapping out , executing the science and technology policy.The author enumerate the performance of golden section rule in science and technology activities. In the first, the indicators data of developed country in science and technology show that , there is a special proportion between the investment of three types R&D activities . The investment of development compare with all the R&D activities is about 0.618, the sum of elements research and applications is about 0.382. The investment of applications research should be about 0.618 when it compare with the sum of elements research and applications research. The investment of elements research should be about 0.382 when it compare with the sum . There are large gaps between china's proportion and the developed countries's . Secondly, when we account the graduates of tertiary education in developed country , we find that the proportion of non-S&E graduates is about 0.618 compare with all the graduates, and the proportion of S&E graduates is about 0.382. The proportion of these two type graduates in China are all about 0.5. In China , the proportion of non-S&E graduates is lower than developed countries.After enumerating the performance of golden section rule in science and technology activities, the author work out the policy suggestion . The golden section should be the aim of structure regulation. We should regulate the disharmonious proportion about investment in three type of R&D activities in China, and increase the proportion of non-S&E graduates. These work is the application of golden section rule in science and technology policy. Except using the golden section rule as the aim of structure regulation, the author even introduce using the optimization to regulate disharmonious proportion. The optimization is base on the golden section rule. It has been operated well in many practice fields. According to the virtue of optimization, the author try to use it in investment of science and technology activities. In China, the foundation of science and technology R&D is unsubstantial, and the investment of R&D is less than the developed country. So we can use the optimization in the science and technology policy to minimize the distance between China and the developed countries in fewer days and fewer expenditure, and to regulate the investment proportion to the harmonious golden section rule .
