In order to restrict design alterations, design mistakes and uneconomical design to minimum, the overall finishing decoration design project is divided into three parts-phase of scheme design, phase of preliminary design and phase of working drawing design to analyse all kinds of uncertainty factors which affect design quality and then built the risk analysis appraises index system. Finally, we build a design risks analyzing model with Gray Relation analysis theory, find out the most sensitivity factors, then based on this analyze classified the risk.2. Analyzed to the influence factors of determination and indetermination in the optimization process of overall finishing decoration designing project, and assurance the economic technique factors in the optimization process of overall finishing decoration designing the project. In this paper, and then through the use of levels - associated with analysis and artificial neural network for the overall finishing decoration design project optimization problems were studied: In hierarchy-relevancy analysis technique, the concept of weight is applied to each evaluating indicator through establishing the hierarchical structure evaluating body system, the index weight judgment matrix is established, and the three scales law is applied to establishing judgment matrix, it is more brevity and convenient than the conventional nine scales law, the MATLAB is applied to solve the judgment matrix, obtaining index weight vector W at last. The general program evaluation indexes can be diveded into two types: the quota evaluation indexes and the qualitative evaluation indexes, however, hierarchy-relevancy analysis technique employs the concept of membership grade; quantifies the quota evaluation indexes, integrates the quantified evaluation quota indexes with the qualitative evaluation indexes. and normalizes these evaluation indexes refered above; then uses grey- relevancy analysis technique to analysis the evaluation indexes to obtain the relevant coefficient matrix E of evaluation indexes; Finally, obtains the mixed type quantification scale: integrated relevancy grade R. The quality of the programs is judged by the value of R. This paper provides a learning sample proceeding method based on the artificial mutilayer feedforward neural network, furthermore trains the network with the learning sample in order to obtain the comprehensive evaluation model based on BP Neural Network, The comprehensive evaluating score of design plans through applying BP Neural Network can be got after simulation. Through the practical application, the result shows the validity and rationality of the model and its sample proceeding method. At last, optimal Selection of the program carried out by the value engineering analysis.
