Study On Road Project Invite Public Bidding And Bidding Model In China

Choosing a macro perspective, this article introduces domestic and international highway construction bidding institutions, current law and regulation of bidding management, the application course and implementing procedure of bidding, and the methods of expert review. Moreover, it provides suggestions on perfecting current highway construction bidding institution, by referring to developed foreign regions' experience, and applying cases which experienced by the author as well as some new attempt which are put into action by local government. By analyzing the pattern in China's current highway bidding projects, it suggests establishing a government guiding and market supervising model for high way bidding project management, so that justice, fairness, optimum and efficiency could be ensured. This article contributes a lot in perfecting highway construction bidding institution, keeping quality of projects, and preventing corruption.
