Research On The Finance Transfer Payment System And The Financing Of Basic Pension Of Local Government

It is a unified system to promote the finance transfer payment system and financing of basic pension of local government, which is related to organic idea ,aged tendency of population as well as the invisible debt causing by the transforms of economic system. In addition, it is also concerned with the unclearness between basic old age pension administrative and financial powers, the want of execution ability of pubic policy due to the underdevelopment of local economy. The paper tried to find a way to fund the basic pension in local timely and sufficient.Begin with the present situation of the finance transfer payment system and financing of basic pension of local government, this thesis emphasized on the finance transfer payment system and the countermeasure to the financing of basic pension in Ziyang area The thesis falls into five parts: the introduction, the present situation of finance transfer payment system and financing of basic pension of local government, the relevant problem existing in Ziyang area, the reasons and the countermeasure to the problems.Introduction tries to give a brief idea about the background, target,theorie,significance of the research and innovational points of this research. In the second part, first identify such items as "the finance transfer payment", "the old-age insurance", "the recessive debt", then analyzed the problems existing in transfer payment and financing system of local authority and the influencing factor as well. The third part mainly pointed out the relevant problems in Ziyang area, and the fourthpart analyzed its primary causes, then countermeasures were proposed in the last part.The main contribution of this dissertation is that researching the finance transferpayment system and financing of the local government pension in the view of the enterprise old-age insurance fund budget management of Hunan Province, which will be meaningful to how to standardize transfer payment, how to defined local authority's responsibility in basic pension under system of dividing taxes raising.
