The modern urban logistics has been one of the most important parts in the system of the modern urban and regional economies. It is also a bridge in economic communication between cities and cities, cities and villages, and even countries and countries. The development of urban logistics could facilitate to lower the social trade cost, to enhance the efficiency of economic system and to improve the investment environment. So the development of the urban logistics is of important signification in optimizing the urban economic structure, and in upgrading the regional competition. After analyzing the regional development environments and conditions by literature review, system analysis, SWOT, demonstration, the paper first uses regional development theories, the theory of industrial cluster, and analyses the concept of urban logistics, its development process, and its relationship with the regional economic development, and then it suggests the development modes of the urban logistics. The paper uses the logistics development for Hangzhou as a case study. It discusses the influence of enterprise cluster to the modern urban logistics from the view of regional development. And finally, it projects the strategic concept of the urban logistics for Hangzhou to facilitate cooperation, cluster, and integration from the views of development environment, service function, information platform and mechanism of regional cooperation.The contents are comprised of the follow five parts, introduction, theory review of regional economic development, the relationship between urban logistics and regional development, the strategic study for the logistics development for Hangzhou, and conclusion and prospect.
