Since 1970s, research on trust has been in the ascendant, becoming a research object in many fields such as psychology,sociology,economics, and organizational behavior and so on. While there are great differences in research paradigms and research methods in different fields. At present, the theory Can't meet the needs of the current reality, because each fields stay on superficial empirical research and descriptive analysis phase, lack of comprehensive and in-depth theoretical study. This paper focuses on trust, based on reviewing and sorting the existed research, and clearly defines the organizational culture. And taking it as point of penetration, the organizational trust can be divided into interpersonal trust and system trust, then build the corresponding organization trust system. In addition, on account of the modern organizations'characteristics and the current social background, point out the necessity and meaning to build new organizational trust. Then I try to explore the construction of a new management model to adapt to the modern organization---that is, trust-based organizational culture. In this paper the research mainly involves the following aspects:First,the overview analysis of trust and the organizational trust theory. According to the previous theory research, trust is one's psychological assessment to the situation and the trustee.While the organizational trust is the organizational members'social attitudes to the organization, groups, the behavior of organizational members at all levels as well as the organizational system, based on their cognition on organizational staff at all levels and the organization system, and take the behavior tendency and decision-making in line with the psychological tendency. Taking it as point of penetration, the organizational trust include interpersonal trust and system trust.Second,the analysis of the organizational trust issues under the traditional organizational model. At first, this paper analyzes the organizations'human nature assumptions, characteristics and limitations under the traditional organizational model, then conducts a deep analysis to the trust situation in the traditional organization, and sets the direction for the organizational trust culture construction in the next modern organization model.Third,the organization trust exploration under the modern organizational model---organization trust culture construction. This paper points out the necessity and meaning to build new organizational trust, on account of the modern organizations'characteristics and the current social background. Then I try to explore the construction of a new organization trust to adapt to the modern organization---that is, cognition-based organizational culture, to promote the organizations'trust level, and improve the organizations'efficiency.To sum up, I believe that organization trust, as a cultural and integration mechanism in the internal organization, is a new management concept and philosophy of the development of organizational culture. It's a new organizational management model derived from such a new changing era.
