Study On Supervision & Administration Of Processing Trade In Qingdao Customs

In recent 30 years, with the development of economic globalization and international division, the processing trade of Shandong province has made remarkable development. Qingdao Customs, as one of the national authorities which supervising and administrating the process trade in Shandong province, is taking important responsibility of maintaining proper order of trade market and promoting the foreign economics sustained and stable development. In the past 30 years, Qingdao Customs with the lead of China Customs is setting up a relative completive and systemic organization to supervising and administrating process trade. However, companied with the rapid development of processing trade, the main trade structure and product structure of processing trade have been changed. The traditional approaches become more and more difficult to be seasoned with the economic development of enterprises. The extensive management styles caused more and more prominent of those blind spots, more and more difficult to supervising, and increased the supervising risks. The Customs supervision and administration is facing serious challenges.How to be seasoned with the new situations and new requirements of processing trade development? How to keep the things under control but also good? How to perform the duties which given by Country? These questions became an important object for Qingdao Customs processing trade supervising and administrating staff. This paper gives a review and analyzing the present status, existing problems and root causes of the supervising and administrating processing trade in Qingdao Customs, and discussing the effective ways and methods to further improve Customs supervision and promote the development of processing trade, provide a reference to Customs decision-making.This paper carry out related researches based on the theories and fundamentals of Public Management, Administration and other multidisciplinary study, using empirical researches, qualitative and quantitative combination methods as well as theoretical analysis, through the analyzing of the status quo, existing problems and root causes of Qingdao Customs supervision and administration on processing trade, to discuss the measures of improving Qingdao Customs supervision and administration on processing trade, provide a reference for government decision-making.In addition to preface, this paper is divided into three parts.The first part, describing the contents, roles, models of Customs supervision and administration on processing trade and the history and current situation of Qingdao Customs supervision and administration on processing trade.The second part, from the six aspects discusses the Qingdao Customs existing problems and its reasons in supervising models, economic crisis impacts, supervising resources, illegal enterprises and cases investigations. First, the government structure or system is imperfect. The second, it is still not achieve the basic changes of supervising one enterprise as one unit. The third, the effective management system which matched with the networking supervising model has not yet formed. The fourth, lack of normative operations due to processing trade enterprises are result oriented. The fifth, supervising strength is relatively weak due to less process trade supervising staff and poor internal information exchanges.In part three, this paper provides proposals to deal with the problems of Qingdao Customs supervision and administration on processing trade. The first is to improve the networking supervising model and expand the scopes of applications. The second is to speed up the process of electronics the paper-based manuals, set spare space for future expand. The third is. to adjust work flow and simplify operations. The fourth is to substantialise supervising strength and implement office and field operation separated model. The fourth is to intensify enterprises category management and set up the institutions for enterprises administrator. The fifth is to perfect processing trade risk management system and introduce risk management to all aspects .The sixth is to deepen the enterprise management, and set up the enterprise manager system. The seventh is to strengthen the comprehensive management, set up joint-power management.The last part of this paper is conclusion remark.
