Research On The Monetary Policy Implementation Mechanism Of The Central Bank

The research on the monetary policy implementation mechanism of the Central Bank, is the key to break the code whether the Central Bank works well. My thesis focuses on the monetary policy implementation mechanism of the Central Bank. Based on production with academic study of various scholars, the writer has carried on some creative research into the construction and perfection of the monetary policy implementation mechanism of the Central Bank. Firstly, this thesis has introduced its connotation simply. Then, the thesis discusses the basic composition of the monetary implementation mechanism of the Central Bank. What's more, the thesis makes an analysis of monetary policy implementing of the Central Bank, and it also explains related mechanisms of the Central Bank at home and abroad. By means of introducing the analysis on our current legal law, and using the theories of the thesis above, the writer puts forward to some suggestions for the construction and perfection of the monetary policy implementation mechanism of the Central Bank--which, exactly, is the thesis's innovation and value.Briefly, the monetary implementation mechanism of the Central Bank is composed of decision, enforcement, and supervision. And this structure is a sufficient condition that makes the Central Bank work well. With consideration of the problems, such as its independence, its deficiency of supervisory, the lags of monetary policy effect, the imperfection of related mechanism, and so on, we should center on the construction of the independence, the coordination and the supervisory of the implementation of the People's Bank of China. As its independence, we should strengthen its decision mechanism under the leadership of State Council, to make sure it is independent from finance and the government. Next is about the enforcement mechanism. It is a necessary legal mechanism to build a harmonious society and run the country according to law. The Financial Crisis in 2008 indicated, once again, the importance of the coordination mechanism. We should establish a top-down coordination mechanism from collaboration in laws and regulations, financial risk and monitoring on the financial industry. In the aspect of supervision mechanism, there are four steps following: perfecting laws and regulations, stengthening the supervision over finicial industry, making the most of the legal supervision mechanism, calling justice into full play, and functioning the supervision of the Central Bank.
