Chinese socialist market economy has been in the rapid social-economic development of our country. The gap between urban and rural areas becomes more and more large. Urban-rural dual economic structure has not only become a distinctive feature of our country's economy, but also the main obstacle of continuous and healthy development of our country's economy and society. Chinese urban-rural economic structure forms due to profound historical, social and economic reasons and are mainly caused by institutional and policy contradictions. To crack the problem of urban-rural dual economic structure, speeding up the deepening and transformation of government functions, whose purpose is coordinating urban and rural development is imperative.Chongqing is the only municipality in the central and western regions. The national coordination urban and rural areas' comprehensive reform pilot area, has an important strategic position..Chongqing sets big cities, big rural areas, big reservoir areas, the mountainous and ethnic areas in one. The obvious contradiction between the urban-rural structure, is typical of big cities with large rural economic structure. The characteristics of the city reflect more the problems, across the country. While Chongqing City has its own special circumstances, the development of an integrated planning of urban and rural reform in Chongqing must still have the typicality and universality.At present, Chongqing is now in the initial stage of promoting coordinating urban and rural development fully. As for the deepening and transformation of government functions there are a lot of theoretical and practical problems to be studied, and also a number of experts, scholars and government officials and needed to work together to find, research and solve new problems, sum up experience, innovate theories and provide a theoretical reference foe the deepening and transformation of Chongqing Municipal government functions. Third, according to the basic situation in Chongqing's coordinating urban and rural areas, combining with the actual situation of Chongqing economic and social development, this article pointed clearly out the strategic tasks and main target of Chongqing's coordinating urban and rural areas , and proposed the instructive spirit, principles and measures of Chongqing government function deepening in the coordinating urban and rural areas . thus solved the problems.
