Evolution Of Government Regulation For Highway Transportation And Its Choice

As the highway transportation is characterized by its rapidity convenience and flexibility, it has occupied the dominant position in comprehensive transportation and has more capability to accelerate the development of society and economy in China. But with the fast development, there are more negative problems among the highway transportation and the society, economy, environment, population and other transportation mode and in itself. Such problems all belong the areas which are "market failures" and "government failures". So using the theory and idea in economics, especially the theory to avoid the "regulation failures" in order to complement the effect of the market, is very important to solve the shortage and ensure the harmonious, healthy, quick, sustaining development of the highway transportation.The author in this paper studies above problems with the idea of macroeconomics, microeconomics, industrial economics, welfare economics, transportation economics regulation economics, new institutional economics, etc, and research the trait of highway transportation. Using the normative analysis method and positive analysis method (using the positive analysis method more), by the line of "government regulation evolution", through analysis of the characteristic of the government for the highway stransportation and other industries, and the different regulation evolution feature between the developed country and China, considering the fact of highway transportation market such as the supply of the government regulation the demand situation of regulation evolution and so on,, and study the advanced experience in the developed country, the author put forward the suggestion of what is the suitable and ideal in China and how to create the best regulation.
