With the full-scale entering into Chinese market of the foreign automobile industrial magnates, the increasing of market uncertainty, that make the operational risks that automobile industry facing to beyond the affordability of individual enterprises. Therefore, the automobile industrial cluster came into being and was accepted by governments and corporations, which is a new organization, its scope is between the enterprise and market.Theory of cluster of enterprises, this paper has made a careful and detail analysis and study on international automobile cluster of enterprises. By inch of analyzing the theory of competitive advantage and comparative advantage, "H—O" theory, Industry Life-Cycle Theory and the mechanism of the auto industry, Comparative analysis of the world's major countries and regions in the automobile industry cluster development model.Followed by the next, through investigations and studies on the automobile industry in Shaanxi, the paper carry out the way of SWOT analysis, including advantages and disadvantages, opportunities and threats. On this basis, it proposed that we should adopt a combination mode of "American model" and "Spanish model" under the auspices of the Government, advantages of leading enterprises in Shaanxi Heavy Duty Automobile as the core, shaft wheel development. Based on Michael Porter's theory of competitive advantage, through the analysis, found the industrial development path form different perspectives, and to analyze its industry ripple effect by Input-Output Analysis-related indicators (sensitivity coefficient, influence coefficient, etc.).At the end of this paper, we gave some advice about how the Government should promote, coordinate Shaanxi's automotive industry cluster development of the relevant recommendations, correct guidance for the Government automobile industry cluster development and where necessary to support the provision of key reference.
