Salary management as an important part of human resource management is more and more recognized by enterprises. Whether or not the salary system is rationally designed relates about the initiative of the workers. The scientific salary management system can provide a great impetus for the healthy development of enterprises, and the useful salary management will make many problems of human resource management be solved immediately. As a result, how to create a competitive, effective and simulative salary system is an important issue which is facing to the enterprises.All things in this paper are based on the salary system design of middle-level managers in Tong Hua Iron & Steel Group Co. Ltd. This article, firstly, introduces the theories of the salary system, which lays a theoretical foundation for the research of the next step; secondly, in view of the fact founding, raises the problems of the salary system of middle-level managers in Tong Hua Iron & Steel Group Co. Ltd, analyzes the causes of the problems deeply, and points out the reform must be carried out; thirdly ,combines with the enterprise's own circumstances, redesigns the salary system of middle-level managers in Tong Hua Iron & Steel Group Co. Ltd, by using the research methods of integrating theoretical and practical analysis, qualitative and quantitative analysis. In the process of design, this research emphasizes to make this salary system more scientifically, rationally, fairly, and strong inceptively. Finally, evaluated the results of the new salary system, and provided the measures to make sure this system be implemented successfully.This article combines with the salary management theory and the reality situation of Tong Hua Iron & Steel Group Co. Ltd. The research has certain practical value for this company, and has also certain preconference value for other similar enterprises.
