| As the adjustment of the economic structure of the industry worldwide, services industry grow its importance in every country. It counts more and more in the world's economic. According to statistics, the proportion of the services industryies' output in GDP or GNP nowadays, reaches up to 65% in developed countries, 50% in medium-income countries, and 30%—50% in low-income countries. Judged from the proportion of services sectors' employment in total, by the end of Dec 2008, developed countries rise to 71%,medium- income countries is 61%,low- income countries is 45%.Meanwhile, with the further development of division of services industry, service exchange between countries was gradually expanding. In 1970, the export of trade in services valued no more than 70 billion dollars, but this item increased 46 times, reaching up to 3260 billion dollars in 2007. Trade in services has become one of the areas which had the quickest developing speed. The importance of services industry and its trade got the attention of Trade Agreement negotiators, which put the services trade problem into the Uruguay Round Negotiations as an important new item, and signed the famous GAPS. As the International Liberalization tightening, all countries are now working hard to study and develop services quality and trade in services. We china are fallen behind in services industry and its trade field comparatively which made our study on promoting the development of our services industry and increasing the comparative advantage of our trade in servicse meaningful in reality.As old saying goes, "Stones from other hills may serve to polish jades". Due to the fact that the fundamental factor in deciding the comparative advantage of trade in services in a country lies in its human capital. So this article starts from the perspective of human capital, choosing USA—the classical model country in developing its services economic, as our research object, to study the present situation of both the services industry and its trade in USA and China, including their competitiveness and structure of trade in services, also, we use a lot of data to do the Empirical Analysis, studying the correlation of human capital,Idiosyncratic Human Capital to comparative advantage of trade in services of USA and China. We then utilize Lemaire's triangle model to analyze the dynamic evolution and development path of two countries' comparative advantage of trade in services, and finally comes to the conclusion and suggestions of how to promote our comparative advantage of trade in servicse based on the previous analysis . |
