The Analysis Of Enterprises Strategic Behavior Under Environmental Regulation

Since has entered the industrial society,the environment worsens unceasingly.This is a result of the human abusing the resources unlimitedly in the production activity. Environmental problem is related tightly to the production operation of enterprises. Therefore to administer the enterprises which are causing pollution is very important in solving the environment pollution problem.There are two typical opinions on the relationship between environmental regulation and the enterprise competitiveness. One of them is Traditional Hypothesis,which believes environmental regulation is on the opposite position of enterprise competitiveness.Environmental regulation will increase the cost of the enterprises.The other opinion is Porter Hypothesis,which believes the environmental regulation force enterprises to update their technique, which make firms achieve a win-win situation of enterprise competitiveness and environmental performance.As the main part of micro-economy,enterprises is not only the majority of physical product ion,is also the majority of pollutant producer.The paper ignores the argument on the influence of environmental regulation,but emphasis on the strategic behaviors which enterprises will take under environmental regulations.The different enterprises in different market structures will choose different strategic behaviors.Generally these strategic behaviors can divide into two kinds,positive behaviors and negative behaviors.Positive strategic behaviors including updating the technique which will be good at Pollution control and strategy of product differentiation base on the environmental attribute.These kinds of strategic behaviors will make the enterprises to obtain benefits and protect environment.Negative strategic behaviors including regulatory capture behavior,inducement strategic behavior based on information asymmetry and evading the rule.These kinds of strategic behaviors will weaken the strength of the environment regulation.As different enterprises may make different strategic behavior,the paper analyzes the factors which influence the decision of enterprises.Then the paper also gives some suggestions of environmental regulation policy which are conflict free to the development of the enterprises and al favorable for environment protection.The policies will encourage the enterprises choose the positive strategic behavior but not the negative one,which means the enterprises will participate environment protection actively.Then achieve a win-win situation of Economic performance and environmental performance.
