The existing problems and holdbacks in development course are analyzed. Then we point out that the government should fulfill the macro-control and public administration functions, offer financial subsidy to agricultural insurance with the characteristics of quasi-public goods. Next we clarify the inevitable trend of carrying out policy-guided agriculture insurance in Fang Zi District, Wei Fang City.Thirdly, the orientation and targets of policy-guided agriculture insurance are fixed in Fang Zi District, Wei Fang City. After that, we come up with the theoretical system of policy-guided agriculture insurance and supporting measures the government adopted combining with the practical situation in Fang Zi District. We confirm that the five products of wheat, ginger, cows, fertile sows and edible chicks are the pilot products of policy-guided agriculture insurance in Fang Zi District, Wei Fang City by sampling investigation. Concrete and practical application model of policy-guided insurance is established and this offers the theoretical basis and technology support for the pilot work.Lastly, we figure out that agricultural insurance ought to be resumed and developed in Fang Zi District, Wei Fang City. We are supposed to set up the development pattern of government led, finance and revenue policy supported and commercial insurance company operated policy-guided agricultural insurance according to guaranteed-cost principle. On the base of mature pilot experience, the pattern will be applied to other farm products and provide reference for other counties and districts in Wei Fang City.
