A Study On Government Regulation On Industry Of Phosphate Exploitation In Yichang City

This paper deeply analyzes the government's regulatory role and how to perform its function in the process of phosphate exploitation. Through a comparative study of two methods. it uses the theories of public management, public economics, public policy and government regulation to solve the problem of the government regulation on industry of phosphate exploitation in Yichang city.This paper mainly includes the following chapters:Chapter one briefly introduced topics meaning, the research results at home and abroad, and the characteristics of this paper.Chapter two analyzes the demand of government regulation on industry of phosphate exploitation. The problem is caused by the negative externality, so correcting its negative externality is the objective requirements. Government regulation is also very necessary because of it irreplaceable advantages to the market mechanism.Chapter three analyzes the traditional way of government regulation on industry of phosphate exploitation in Yichang city. Combining the problems exposed, it pointed out that the question of regulation is due to the ineffective regulatory policies, the absence of regulatory agency and ineffective regulatory measures.Chapter four is the current status of regulatory analysis. Since 2003,the regulation on industry of phosphate exploitation achieved certain results in Yichang city. The government has adjusted the regulatory policies, reorganized the regulatory agencies and strengthened the regulatory measures.Finally, chapter five gives some recommendations of consummation of government regulation on industry of phosphate exploitation in Yichang city. It proposed a number of measures such as Regulatory legislation, construction on the regulatory agencies and Strength of the regulation of regulators themselves.
