The Development Strategy Research About Renewable Resources Industry Of Shaanxi

To carry out the comprehensive utilization of resources is an important way and urgent task to implement the basic national policy of saving resources,to change in economic growth,to develop recycling economy and to build a resource-conserving and environment-friendly society.Recycling resources brought about broad and comprehensive socio-economic changes.How to determine the stage of development,implementation steps and priorities to achieve the scientific decision-making has become an important issue.Through reading and analyzing of a large number of domestic and foreign literature,combined with market research conclusions,the author,firstly,analyses the external environment and operating characteristic of renewable resources in Shaanxi Province,based on the analysis result,the author establish the hierarchical structure model of industry target in order to determine the focus of the development of the industry;Secondly,make the target of the recent developments and long-term planning goals and proposing by the recent steps in accordance with the development of the industry focus;Once again,focuses on the construction of renewable resource recycling network system,industry structure and technology development,and make Xi'an renewable resource industry development strategies;Finally,on the results of the analysis for the paper,propose the suggestions of renewable resources industry in Shaanxi Province.The results of the paper showed that the recovery of renewable resources in Shaanxi Province has achieved some success,but the renewable resource recycling network formatted in the planned economy era has been paralyzed,the current layout of the market system spontaneously formated is unreasonable and the management is non-standard.The development of the industry should focus on the establishment and improvement of renewable resources management mechanism,standardizing the recycling system of renewable resources,strengthening the education and training,enhancing the industry management standards.With the improvement of resources classification,gradually strengthens the professional construction of recycling system;using of the symbiotic nature of the value chain,to build eco-industrial park,form industrial symbiotic combination of renewable resources to further enhance use efficiency.
