Since reform and opening, the strategy of "Come out, and bring in" came into effect in our nation. Many advanced and scientific management theories were brought in successfully. The rain of technical innovation moistened all walks of life. Construction industry with obsolete management technique was one of the biggest beneficiaries. In the process of thirty years' exploration and practice, the network planning technique as the representative one has already played a positive role in many aspects, such as resources reasonable arrangement, schedule planning, project cost progress optimization. Along with the rapid development of modern science and technology, network schedule obtained sustainable development and improvement. High-performance computer and network scheduling software made it have wide development space. Some bionic algorithm, such as: the ant colony algorithm, Particle swarm algorithm and genetic algorithm, made the initial optimization theory become true. At present, the optimization for construction projects mostly adheres to the traditional optimization theory and method. While, traditional theory rarely considers the effect of capital time-value, income of operation period, and incentive mechanism during the Engineering optimization. The group of Modern engineering projects is increasing all the time. The features of more funds occupied, long lasting, high financing costs, and the complex technology, etc made the traditional scheduling optimization method can not meet the practical needs. From last year, the U.S. sub prime crisis caused the global financial crisis. The construction industries in China are under the un-heard-of examination. Therefore, the first imperative of project managers is to further improve the schedule - cost optimization method on the basis of the original theory and practice experience from the Angle of interest groups' income. In this way, we will reduce cost, enhance competitiveness and get rid of the current difficulties.In this context, this paper is project optimization-based. I studies on previous research theories, and set up a "two-master-slave" hierarchical model with the goal of maximum net present value, this mode is considering the effect of the operation period, the time value of capital gains, and incentive mechanism. Using genetic algorithm to salve. At the end of this paper, I will use project of Wu Jiacun Bridge during wuhan-guangzhou railway PDL to verify the feasibility of the model. After a series of demonstrates, we get the conclusion: the master-slave hierarchical dynamic optimization model which is based on the incentive mechanism is very suitable to the actual situation, and its optimization effect is the best.
