In 1951, Stanford University set up the Stanford Research Park which became the famous the Silicon Valley as the first science park in the world. At the beginning of the establishment, the attention of the people in the world has been focused on the science parks. With unique operation way of combining science and technology and economy, science parks have shortened the cycle of scientific achievements realizing its market value, which became the most important pioneering work in the industrialization of high technology and they will become the major form of high technological industry in the 21st century. So, research on science parks has attracted the attention of governments and theoretical field home and abroad. In China, science parks have become the important supporting point of developing economy.Now, science parks of China have entered the second phase, existence of different questions urgently need deep thinking on the current management system. The key point is the effective management system. According to the current situation, the management systems of science parks are divided into two kinds—one is guided by market and the other is by government. The two kinds of management systems both emphasize on one subject but ignore importance of others. It is no good to the further development of science parks of China. Learning from the theory of NPM, the Third Sector, communalism, corporatism, governance, etc, the paper advanced the multi-subjects management system of science park. In the positive part, with this theory framework, the author analyzes the current management systems of China, especially the Suzhou Industrial Park. With the study of management system of Suzhou Industrial Park, the paper summarizes the successful experiences, points out the current defects and offers suggestions for improving the current management system promoting effective development of science parks on the second phase.
